I'm pretty sure Richard and Phoebe are NOT Wm's parents, but I'm leaving here for now.
Highly speculative from drill down on Wm Powis from Jane Powis' chr. Also wedding date (found on IGI) doesn't tie in with William's extrapolted YoB from headstone.
Possibly a brewer of Greenwich, Kent. See under Wm, although again this could be brother Richard rather than father, although another reference says Richard, Richard jnr and Charles were all brewers in partnership.
The Unclaimed Dividend Books of the Bank of England By Bank of England, William Strange, Bank of England; Richard Powis, Greenwich, Brewer. As this is 1851 it is presumably one of the other Richard's.

Michael Powis has the Richard Powis who married Phoebe (this person) as the brother of Wm Powis was married an Ann and was father of Henry Samuel and Elizabeth ; but that person is his brother, not his son as far as I can tell.
