Prbly he is the Thomas Hitchins who died in St Austell in 1899, born ~1838.
Wife is widow by 1901.
From Thomasina J: "Tom Fortescue Hitchins (b. March 1939 d. 1903) Lived in Truro before moving to London probably in the 1860's. Tom had some land in Cornwall including one or more tin mines. He eventually formed a private company for mining and selling tin. (Tom Fortescue Hitchins & Co.) Later he moved to Surrey, where his children were born. He became very prosperous but employed a dishonest agent who ruined him."
