1891 Census; Presumably he is the Walter N Withers who, aged 16, who is a boarder at the Rectory, Great Fransham, Norfolk, home of Rev George Preston. Occupation; Student. There is another student born in Shrops who is also a boarder there? PoB given as Salop, Sh(rewsbury??).
1901 English census; no obvious match.
1908 London Gazette; 6th Battalion, The Royal Irish Rifles, The undermentioned Officers resign their Commissions. Dated 22nd February, 1908 :—Lieutenant Walter N. Withers.
1911 London Gazette; 4th Denbighshire Battalion, The Royal Welsh Fusiliers; Walter Norman Withers (late lieutenant, 6th Battalion, The Royal Irish Rifles) to be Captain. Earlier annoucement (1907) saying he is Lt in the Royal Irish Rifles.
1915 London Gazette; The Royal Welsh Fusiliers; Captain Walter N Withers to be temporary Major.

Major Norman Withers, Shelton Oak Priory, sent flowers to the funeral of Dr.G.D.Collins of Broseley in Aug 1924.
A short history of Shelton & Oxon By William George Dimock Fletcher "Shelton Oak Priory, with the historic Oak, and Shelton House and grounds and the 'Wet Reans' on the north side of the main road belong to Mr.W.N.Withers" ..... and ..... "Mrs Jones's trustees sold it (presum Shelton Oak) in 1927 to Mr W.N.Withers, the present owner.
Shelton Oak Priory was formerly known as 'Glendower's Cottage' and was renamed by a past owner Col.Field, so presumably isn't quite as grand as it sounds.
Walter married Violet Maud Lloyd in 1927 in London.
